You may have a general idea of your thesis before you have created the outline but you will now be able to solidify it and continue your research. You need everything that you write about from here on out to prove that thesis statement and nothing more.

You will need to organize your ideas and do a little research before you are able to develop your thesis. This is because you need to make sure that you have a good focus and that you main idea can be supported with enough evidence to create a paper that is long enough to meet the length requirements.
